      <title>Relocation of Social Security Qormi District Office</title>

      <description>The Department of Social Security informs the public that the district office of Qormi, as from Tuesday, 9th September 2008, is to move to 395 Victory Street, Qormi, from the premises of the Polyclinic of the locality from where it was temporarily operating. 

The public is also informed that due to the transfer of said office, the Qormi district office shall be closed to the public on Friday, 5th September 2008.

Persons from Qormi, who have been registering temporarily at Zebbuġ district office, are to start registering for work at Qormi district office as from Monday 15th September 2008.

The Department of Social Security wishes to apologize for any inconvenience caused to the public.

      <title>President Eddie Fenech Adami meets Col Gaddafi</title>

      <description>On the first day of the President’s Official Visit to Libya, bilateral and international affairs were discussed during over-two-hour cordial talks with Leader Col. Muammar Al Gaddafi soon on his arrival in Tripoli. Both leaders spoke about the long standing relations between Libya and Malta. A special emphasis was placed on furthering commercial and financial cooperation.  

The President was accompanied by Deputy Prime Minister Tonio Borg and Minister John Dalli, while the Libyan Leader was accompanied by Dr Baghdadi Ali Mahmoudi, Secretary of the General People’s Committee and by Mr Abdul Rahman Shalgan, Minister for Foreign Affairs. 
  
In the afternoon The President visited the Embassy of Malta in Tripoli where he informed the media that various bilateral areas of co-operation were discussed with Col Gaddafi and later with the Dr Baghdadi Ali Mahmoudi, Secretary of the General People’s Committee and by Mr Abdul Rahman Shalgan, Minister for Foreign Affairs.

Both sides agreed at the two meetings, to complete ongoing negotiations in the shortest possible time in order to further enhance the co-operation between the two countries.  Agreement was reached to further talks in three areas of interest to both countries: maritime delimitation in connection with oil exploration, delimitation of  fishing zones and irregular migration.  

The Hon. Tonio Borg said that both countries agreed to co-operate on search and rescue training including exchanges of personnel. In the near future a visit by Prime Minister Lawrence Gonzi is envisaged to take place. Minister Borg said that the Minister of Foreign Affairs has accepted an invitation to visit Malta for trilateral meeting with Italian Minister Franco Frattini  and with Minister Borg on irregular migration.

Tomorrow, Thursday a memorandum of understanding on Co-operation in the fields of Medical Services and Public Health will be signed by Minister John Dalli and the Libyan Minister of Health.  

On arrival late morning Wednesday, President Eddie Fenech Adami was welcomed by Major General Mostafa Muhammed El Kharrubi and by The Hon Moftah Muhammed Ka’Eba,, Secretary of the General People’s Congress at an official welcome ceremony at Tripoli International Airport.

      <description>Excellencies, 

It gives me great pleasure to be here today for the signing of this Memorandum of Understanding in the important sector of Medical Services and Public Health.

During a visit by a Libyan high level technical delegation last year, our health authorities were pleased to conclude that there is much to gain for both Malta and Libya by setting up an official collaboration between the two countries in the health sector. 

Public health scourges are however not limited by political or economic boundaries. The international experiences with avian flu pandemic as well as the Mediterranean experiences of the health and epidemiological effects of irregular migration from sub Saharan Africa are ample demonstrations of the need to enhance our networking for surveillance of communicable disease around the Mediterranean. We therefore welcome the joint commitment to develop collaborations to counteract public health threats. 

As part of our vision for 2015, the Government of Malta has set out its goals to develop the health sector into a European centre of excellence in the Mediterranean. One of the areas we are currently seeking to develop is that of International Medical Training opportunities. We therefore see opportunities to strengthen the links between our institutes responsible for training of health care professionals. 

As trade and industry links between Malta and Libya continue to grow, it is important for both countries to gain a deeper mutual understanding of their health systems and to share ideas and exchange experience on counteracting common challenges facing our health systems.

I see this Memorandum of Understanding as a start to a new era of collaboration between our countries, that of collaboration in seeking to improve the health of our populations. I look forward to seeing concrete collaborative projects and initiatives materialize and believe that the joint commission talks can provide a suitable forum to develop our ideas further in the coming months.
